Judy Pal
Former Asst. Commissioner NYPD, CEO 10-8 Communications LLC

Judy Pal is an executive strategic communications advisor with more than 40 years of experience helping governments plan, lead, and communicate on complex public issues that shape trust, credibility, and long-term outcomes. A former broadcast journalist and news anchor, she advises elected officials, city managers, and senior public servants on strategic communications, public engagement, and leadership visibility in environments of constant scrutiny.

Pal has led communications for major U.S. municipalities, including directing citywide communication efforts for the City of Irvine, and previously served as an Assistant Commissioner with the NYPD and Chief of Staff for both the Milwaukee and Baltimore police departments. Her work focuses on aligning policy, operations, and communications to support effective governance, institutional resilience, and informed decision-making.

Internationally, she has contributed to government and multilateral initiatives addressing disinformation and emerging technology risks, including appointments with Interpol and London’s Counter Terrorism Preparedness Network. A sought-after speaker, Pal presents globally on strategic leadership, public-sector communications, and sustaining public confidence over time.
